Its an exciting time to join the Property team at the Diocese of Guildford - with our Transforming Church, Transforming Lives mission, and the 12 supporting goals that include a commitment to establish 100 new worshipping communities over the next 10 years, improving our church buildings and developing a volunteer consultancy service that professionally supports our parishes in areas such as project management is a key part of our work.
As Property Surveyor, your skills will be key to help us develop our property portfolio and processes, ensuring effective management and maintenance of our buildings and land. You will build up a reliable and trusted network of suppliers, including building contractors, architects, surveyors, engineers, and letting agents.
We are looking for a skilled property professional with a track record of property portfolio management both residential and community-based. You will be comfortable liaising with people at all levels, both within the diocese and with external professionals. Most importantly, you will share the missional passion and heart to reach and serve our communities.
To undertake and act upon condition surveys and periodic surveys (quinquennial inspections) and vacancy (interregnum) inspections of clergy housing.
To prepare capital and revenue budgets for planned and reactive maintenance works.
To arrange project works for the alteration and improvement of Diocesan buildings.
To oversee the rental properties and glebe lands of the Diocese.
To identify opportunities for disposals of redundant properties and land, and prepare business plans and costed proposals for acquisitions, in conjunction with the Property Director.
To project manage property acquisitions, disposals, replacements and improvements.
To ensure that incumbents, churchwardens, tenants and other occupiers of property are kept informed on matters which affect the property in which they have an interest.
To ensure computerised records are maintained and improved for all residential and glebe properties.
To propose improvements to, and implement the policies laid down in the Parsonages Handbook.
To advise parishes on church buildings and other assets.
Degree level qualification in Building Surveying or similar construction degree.
Technical knowledge and familiarity with the standards for surveying building fabric and setting maintenance standards.
Knowledge and understanding of UK property law and regulations and their practical application, including landlord/tenant & health & safety.
House sales, valuations and disposals.
Strong working knowledge of the legalities associated with property and land management and the ability to apply these to a variety of situations.
An understanding of personalities and behavioural styles in order to work collaboratively with a variety of people and to make informed decision around resourcing, prioritisation and relationships.
IT skills: good knowledge of Outlook, Word, Excel and PowerPoint and at ease with using technology such as Smart phones, tablets, laptops.
Appreciation of the constraints when developing heritage buildings.
Strong experience and understanding of property management and associated legalities in a charitable context.
Substantial experience (min 5 years) experience within Surveying and Property.
Experience of residential property management of housing or land, and / or experience of the condition survey process.
Negotiating and tendering process.
Some experience dealing with ancient or historic buildings would be an advantage.
The Diocese of Guildford covers the western two-thirds of Surrey and a significant area of North-East Hampshire. It also includes one parish in a London borough and one in rural West Sussex. In the northeast, it is largely suburban, but moving south and west, there are a number of distinct towns and numerous villages. This part of the diocese has a rural feel, but good road and rail links to London and elsewhere mean that there is much commuting within these areas.
The population is just over a million, rising in line with the national rate. Notwithstanding the rural areas, the average population density is above average, both regionally and nationally.
