Growing new Christian communities is at the heart of what Fresh Expressions is all about. The post holder will head up a new team that will be part of the Evangelism and Discipleship Team, which is one of the Divisions of the Archbishops’ Council.

The role of Head of Development will build on the work of the past 15 years of the national Fresh Expressions team and the development of fresh expressions across the UK. The work is now becoming more dispersed and ‘movement like’, and more embedded in partner denominations. This particular role will be located more closely within the Church of England structures, while still having a close relationship with denominational partners.

This post and the related project has been made possible through Strategic Development Funding in order to further develop fresh expressions in the Church of England. As we step into the future, Fresh Expressions is now seeking to develop as a network of networks – enabling practice and encouraging pioneering across the country. We are excited to see what happens next.

As Head of Development, you will become the focal point for fresh expressions in the Church of England. You will be a key senior and strategic leader ensuring the continuing development of fresh expressions at national, diocesan and local level. You will ensure that fresh expressions become more embedded in the life of the church and that the mixed economy becomes the norm. As a key member of the senior Church of England’s Embedding Group, you will work to further develop and establish the mixed economy agenda for the next ten years.

You will also be responsible for, and have to ensure the delivery of the start and growth of fresh expressions of church across the Church of England. Working with enablers in 10 focus dioceses and an additional 6 dioceses or networks recruited progressively over five years, you will deliver the outcomes of the recently successful Strategic Development Fund (SDF) proposal by developing and growing our pioneering and innovative approach.

The Role :

As the focal point for fresh expressions in the Church of England, the post holder will require theological acumen and deep experience and understanding of good practice in developing new fresh expressions. They will represent the Church of England in a variety of situations and command the respect and confidence of senior diocesan staff, the Evangelism and Discipleship Team, teams pioneering fresh expressions, and leaders within the wider family of fresh expressions.

They will be responsible for leading a team dedicated to developing a large number of new fresh expressions and ensuring the spreading of good practice as set out in the SDF proposal. They will also have significant budgetary responsibility for developing the work.

Leadership Role

  • To be the focal leader for fresh expressions in the Church of England providing senior leadership to the movement throughout the church.
  • To provide intentional leadership with other senior fresh expression leaders for the future of the ecumenical movement.
  • To be part of the senior Embedding Group to ensure an adaptable and flexible embedding strategy for the future is developed and implemented in the Church.
  • Work closely with the National Advisor for Pioneer Development to ensure close collaboration
  • Act as a key member of the Evangelism and Discipleship Team in Church House and the fresh expressions Core Team.
  • To be responsible for the delivery of the project outcomes described in the SDF application within budget including
  • Recruit and line manage other members of the team who will be accountable to the post holder- a half-time Administrator/Data Manager, a 1 1/2 day a week National Partnership Adviser and a 1 1/2 day a week Project Adviser -
  • Provide oversight and management of the work programme.
  • Develop a succession plan for the project beyond its initial SDF-funded five years.
  • Be a key member of the leadership of Fresh Expressions Networking Ltd.


  • Develop and refine (in consultation with project participants, the Evangelism and Discipleship Team and the leadership of Fresh Expressions Networking Ltd) the vision and strategy for fresh expressions in the Church through the development of the project and other learnings.
  • Communicate the vision and strategy to the wider Church through various key bodies such as Archbishops Council and General Synod.
  • In consultation with the National Adviser for Pioneer Development, to advise Bishops and senior staff in various dioceses and networks on strategies that will support and enhance their participation in the project and the wider strategy.


  • To be an advocate for fresh expressions and for the development of more fresh expressions, particularly to dioceses and networks which have the potential to be involved in the project and to the wider church and other organisations.

Support and advice

  • Work with diocesan enablers to assist them in implementing the project and the wider strategy in their dioceses and networks. This will include the provision of advice to participating teams on data collection, and the production of timely reports on this data to teams and learning communities.
  • Ensure that a coaching course is available for team leaders.

Stakeholder relations

  • Identify key dioceses and ensure the recruitment and support of participating dioceses and networks.
  • Maintain and develop good relationships with a wide range of stakeholders - in particular, those working in Church House, Bishops and their Diocesan teams and key ecumenical and network partners.

The requirements for the role :


  • Pioneering abilities to develop and implement a new strategy and be able to respond creatively and to re-imagine possibilities in response to opportunities and challenges.
  • Ability to work well with senior leaders in the Church of England and other denominations and organisations in order to negotiate within contexts of competing and complex demands and limited resources.
  • A track record of successfully delivering projects.
  • A leader who has the ability to develop, manage and lead a small team.
  • Good organisational and interpersonal skills.
  • Ability to communicate clearly both orally and in writing, and at all levels within the Church.


  • A deep understanding and personal experience of fresh expressions of church within the Church of England, including their theologies, practices and methodologies.
  • A good understanding and involvement with contemporary missiological thinking and practice.
  • Good understanding and experience of the workings of the Church of England and experience of working with senior leaders.
  • Experience of designing and/or providing ongoing support for leaders of fresh expressions of church through coaching / mentoring individuals and pioneer accompaniment.


  • Excellent and in-depth theological understanding of contextual and contemporary mission.
