To work alongside the Diocesan Safeguarding Adviser and existing Safeguarding Team working towards the delivery of a quality safeguarding service.
To support the Diocese in the delivery of local policy, good practice and training.
To ensure that allegations of abuse are appropriately referred to the statutory authorities ensuring the provision of appropriate advice and assessing risk.
Offering support to survivors and victims of abuse.
To make sure that offenders returning to the community are appropriately supported and managed.
To deputise for the Diocesan Safeguarding Adviser where appropriate.
Delivery of policy, procedures and good practice guidelines
Monitor and remain up to date with the development of government policy, Church of England policy and good practice and maintaining continuing professional development and professional registration where appropriate.
Maintain knowledge of how local arrangements for safeguarding agencies are structured in relation to providing safeguarding services and how they receive referrals.
Supporting the Archdeacons in ensuring each parish has adopted and implemented the diocesan policy and procedures.
Monitoring, checking and providing advice and guidance on parish policies.
Working closely with the Communications team to inform the parishes about changes to policy and procedures.
Work alongside the DSA to deliver and develop appropriate safeguarding training as recommended nationally for all clergy and Laity
Evaluate, review and monitor the effectiveness of the training programmes delivered via various methods across the diocese.
Recruit, encourage and oversee volunteer trainers
Casework. The Assistant Diocesan Safeguarding Adviser should:
Provide guidance and support in response to concerns raised about children young people or adults who may be at risk where safeguarding concerns have been expressed.
Working alongside the DSA, ensure appropriate safeguarding risk assessments are carried out, putting into place strategies and agreements to actively manage and evaluate any actual or potential risks identified.
Under the guidance of the DSA respond to serious situations following Practice Guidance 2015 - Responding to Serious Safeguarding Situations Relating to Church Officers. Contributing process and to the drawing up and regular review of agreements for those known to be a risk to children and / or adults.
Ensure appropriate levels of support are put into place for alleged victims and their families, alleged perpetrators and their families, congregations or others who are affected. Assist in the provision of approved Authorised Listeners.
Ensure at all times that appropriate records are maintained, suitable for admission in legal proceedings.
Build understanding and knowledge of Safer Recruitment guidance and of the Disclosure and Barring Service systems and processes
Undertake a risk assessment process for those where DBS checks are not clear.
The person appointed will also be designated safeguarding officer for Liverpool Cathedral, and be responsible for
Working with the Cathedral Chapter raise a safeguarding culture to ensure that the Cathedral safeguarding processes are fit for purpose and are closely integrated into the Diocesan processes
Managing cases and liaising with the Cathedral authorities and Cathedral Safeguarding Officers as required
Advising the Cathedral DBS Administration Officer on good practice
Writing an annual report on Safeguarding in the Cathedral
Advising the Dean on how the Cathedral can ensure that all relevant people receive appropriate training.

A professional qualification that reflects significant safeguarding experience, e.g. social worker, health professional, police officer, probation etc.
Substantial experience of having worked in a safeguarding environment with responsibility for casework and risk assessments.
Demonstrable experience of providing advice and guidance on safeguarding matters
Able to contribute to the review, development and audit of safeguarding policies procedures.
Able to apply knowledge of legislation and government guidance relating to safeguarding and the protection of children, young people and adults at risk in a practical setting;
Ability to communicate in a clear and accessible way.
Ability to maintain accurate records and write reports to a standard acceptable by the courts
Be able to use Microsoft Word, Excel and PowerPoint
