As the Church of England’s public profile on safeguarding and safeguarding policy workload increases at national level, we are looking for a Deputy Director to lead on Safeguarding Casework and Strategy.

As Deputy Director Safeguarding, Casework and Strategy, you will be responsible for taking the lead on national casework, providing support for provincial and complex diocesan casework and coordinating the Church’s overall engagement with non-recent casework which will include learning lessons reviews and past cases reviews as agreed with the Director of Safeguarding.

As a key member of the National Safeguarding Senior Leadership team, you will act as a senior leader and support the National Director to promote active engagement in the Church’s safeguarding work. With the ability to work collaboratively with a range of stakeholders to influence improvements to practice, you will be a skilled communicator and a team player.

A Basic DBS will be required

This is a fixed term opportunity expected to last for 6 months, to cover for the current postholder.

You will be based at Church House, Westminster, London although the willingness to travel will be required on occasion. Currently, employees are working remotely due to Covid-19 restrictions.

Interviews will be held remotely, using Zoom.

The Role

As part of NST Senior Leadership Team :

  • Contribute to the National Safeguarding Team (NST) Senior Leadership team, act as an ambassador for culture change. Play an active and committed role in embedding the national approach to safeguarding and strengthening the consistency and quality of the Church’s response.
  • Work with the Director to provide strategic leadership and management of the NST, working closely with the National Safeguarding Steering Group to ensure clear strategic direction and vision.
  • Work with the Director to deliver the NST strategic business plan.
  • Contribute to the leadership of the NST staff and promote cooperative, constructive working ensuring that staff are well supported in their work - lead on opportunities to promote and enhance a more collaborative, efficient and integrated working environment.
  • Serve as a role model of the NST and NCIs values and behaviour – being an agent for driving a service driven and learning culture.
  • Represent the Church of England in external forums and in meetings with decision makers. Be an advocate on behalf of the Church, leading on national presentations and board meetings.

Casework and strategy

Lead, manage and co-ordinate complex national casework for the NST. Including:

  • Provide professional triage of cases that are referred or brought to the attention of the NST, following relevant national safeguarding policies and practice guidance with a view to responding well within a parish, diocesan, provincial or national context.
  • Lead complex casework on behalf of the NST (complex and high-profile cases including allegations against Bishops and Deans and cases related to Police Operations), including overseeing and chairing the national core groups in collaboration with other key stakeholders at a parish, diocesan, provincial and national level and statutory partners such as the police.
  • Ensure that recording of all casework done within the NST, including provincial safeguarding casework, is done to a high-standards and meets audit requirements both internal and external.
  • Line manage and provide professional supervision to staff within the NST with casework responsibilities, to support complex casework at a provincial or national level. To ensure the highest standards of casework and conduct measured by performance reviews, objectives and targets.

Provide support for provincial and complex diocesan casework, including:

  • Provide professional advice, guidance and support to Diocesan Safeguarding Advisers/Teams in respect of casework management, including risk assessment, the development of safeguarding agreements and support to victims/survivors or respondents and their families. Ensure advice is impartial, expert and communicated clearly both through verbal and written communications.
  • Ensure appropriate levels of service responding to safeguarding need throughout working hours.
  • In cooperation with the Director, take on day to day responsibility for ensuring delivery of the learning lessons reviews, and past cases review work.
  • Manage and account for delegated budgets.
  • Project manage work to develop and improve information sharing, including the development of specifications for a national casework management system to ensure that records are kept that are accessible, accurate, securely held and able to be analysed. Work with the Deputy Director- Development and project board chair to deliver the casework system for the NST and in due course deliver a system for national roll out. Work in collaboration with colleagues on the development of new People systems and the implementation of a national register of those with authority to minister which is being implemented in response to the Gibb report. Ensure that management information is available to inform improvement.
  • Work towards the agreement and implementation of national information sharing protocols for the Church with key partners including police, probation, local authorities, third sector organisations and other faith institutions.
  • Support the Director’s responsibility for accounting to Synod, the Archbishops Council, the House of Bishops, the National Safeguarding Steering Group, the National Safeguarding Panel, project boards and similar groups by the preparation of timely, appropriate papers and reports. Attending meetings as required.
  • Carry out regular risk assessments and support the management of reputational risk.
  • Advise the Director and lead on the commissioning of national learning lessons case reviews in respect of complex and high-profile cases in accordance with House of Bishops practice guidance and provide professional advice and support to Diocesan Safeguarding Advisers in respect of the implementation of such guidance and dissemination of learning.
  • Work with the Bishop at Lambeth and the Provincial Safeguarding Adviser to provide specific professional support to high profile matters arising within the Anglican Communion, as agreed with the Director.
  • Advise NCI managers and Human Resources in respect of safeguarding concerns/allegations relating to NCI staff, working with relevant dioceses, as appropriate.
  • Work with the Director, Deputy Director- Development and legal colleagues to promote the development of diocesan complaints procedures and ombudsman service.
  • Work with key officers involved in the appointment of senior clergy (Bishops and Deans) where there are matters of a potential concern with regard to safeguarding issues which require professional assessment and advice. Be aware of initiatives in terms of tools for psychometric testing of employees and clergy.
  • Network with senior safeguarding professionals from the full range of environments, ensuring that the Church draws on best practice from a range of contexts and that benchmarking is completed against similar organisations.

The Requirements:



  • Understanding of the broader safeguarding field including its social and political context.
  • Strong verbal communications skills and ability to produce clear written records and reports.
  • Ability to work sensitively with survivors, including those who are subject to allegations and/or those that may pose a risk.
  • Ability to manage and analyse complex and sensitive information and assess risk.
  • Ability to work collaboratively with a range of stakeholders to influence improvements to practice.
  • Demonstrable ability to be part of and contribute to a wider team as part of a large national institution and to work collaboratively with specialist and non-specialist colleagues.
  • Ability to deliver or contribute directly to the delivery of safeguarding training to safeguarding professionals as well as other stakeholders.
  • Leading by example, demonstrating enthusiastic commitment to the ministry, mission and priorities of the Church of England, and the common purpose of the NCIs.
  • Possessing a high level of personal integrity, credibility and a natural authority, a person who engages and commands the confidence and respect of others quickly.


  • Extensive senior level experience of safeguarding of children and vulnerable adults at a local and regional level.
  • Experience of undertaking work at a strategic level of contributing to policy and practice development and implementation.
  • Proven experience of managing and leading a team of people to deliver effective safeguarding of children and/or vulnerable adults, including proven ability to manage and lead a team, manage budgets and ensure effective collaboration with peers.
  • In-depth knowledge of the statutory framework in relation to safeguarding children and vulnerable adults.
  • Practitioner/manager experience of working with victims or survivors of abuse, including adults with mental health issues.
  • Experience of working with a range of statutory and non-statutory organisations in managing or contributing to safeguarding, including managing allegations against people in senior positions of trust and the management of those who may pose a risk.
  • Experience of communications and external stakeholder management on safeguarding issues with policy-makers, media and other external stakeholders at local and/or national level in a context of public scrutiny.
  • Experience of designing, leading and/or contributing to case review processes and identifying and disseminating lessons to be learnt e.g. Serious Case Reviews, Domestic Homicide Reviews, Serious Untoward Incident Reviews or Significant Incident Learning Processes, MAPPA reviews etc.
  • Senior practitioner/manager experience of working with victims or survivors of abuse.

  • A proven ability to develop and sustain relationships at all levels both inside and outside the Church.
  • A proven ability to maintain the highest standards of confidentiality and work sensitively with those affected by safeguarding issues.
  • In sympathy with the aims of the Church of England.
  • An understanding of the how safeguarding operates within the Church of England. Personal resilience to be able to work effectively in a highly pressurised environment under considerable scrutiny.
  • Strong personal commitment to equalities and diversity in employment and service delivery, with a caring and respectful attitude to staff.
  • A positive team member who contributes, supports and leads as the situation requires, in order to maximise the effectiveness of the team’s work.


  • Relevant professional qualification or equivalent degree level qualification. This is likely to be in social work but suitable applicants qualified in health, teaching, law enforcement and criminal justice will be considered.
  • Extensive experience in leadership or management and / or a qualification in leadership / management is highly desirable.
  • The equivalent of level 4 or above training accreditation in child or adult protection with ability to demonstrate transferrable knowledge across the client groups.



  • Experience of working on safeguarding issues at national as well as local/regional level.
  • Detailed understanding of Church of England structures and safeguarding policies and practice guidance.
