We are looking for an experienced service user engagement professional to join the National Safeguarding Team (NST).
The Church of England (CofE) is on an important journey to becoming a safer Church. As the Church of England's public profile on safeguarding and safeguarding policy workload increases at national level, the Church has implemented a new structure for the National Safeguarding Team (NST). This includes the creation of the Partnerships team to develop the Church’s engagement work with victims/survivors, partner organisations and a range of stakeholders.
The Partnerships and Engagement Officer will support workstreams led by the Deputy Director (Partnerships). This includes engagement and co-production with victim/survivors and other partners, assisting in the development of a strategic framework for engagement with victims/survivors, and engagement and development work with other NST partners.
We are looking for candidates with:
- Demonstrable experience and proven success of engaging and involving service users and a range of professionals in activity to inform service and policy development and/or co-production, preferably within the public or charity sector
- An excellent understanding of safeguarding and experience of working with those who have experienced trauma.
- Demonstrable experience of managing and facilitating complex stakeholder relationships to achieve consensus and progress.
- Strong communications skills and an ability to analyse information, producing clear written records, reports and action plans
- The confidence and ability to work with senior people at a national level, including senior church leaders, external safeguarding experts and other stakeholders.

The main responsibilities are:
- Assist in the development of a framework for the strategic engagement and involvement of a wide range of victim/survivors.
- To foster and enable the relationship between the NST and victim/survivors’ groups and individual victim/survivors, in respect of strategic issues and developments.
- Build positive, constructive professional relationships with victims/survivors and other partners in order to understand their needs and expectations of engagement and co-production.
- To take a pragmatic and solution-focused approach to progressing work related to victim/survivor engagement.
- To facilitate discussions with victim/survivor groups, partner agencies and relevant services to seek feedback and input for a range of workstreams.
- Build positive, constructive professional relationships with colleagues in dioceses and cathedrals who are undertaking work related to the partnerships team, including engagement work with victims/survivors.
- Research and identify effective models used by church bodies and other organisations and present how this may assist the Church of England with service user engagement and other workstreams.
- Share good practice with key stakeholders, commissioned organisations and relevant partners on what works when engaging with service users and victim/survivors of abuse
- Carry out periodic monitoring and evaluation of the effectiveness of victim/survivor engagement activities, as well as the progress made following the feedback of victim/survivors. The post holder will be expected to develop and contribute to reports aimed at identifying progress of engagement activities.
- To prepare papers and reports as required for the National Safeguarding Steering Group (NSSG), National Safeguarding Panel (NSP) and other governance meetings, attending as necessary.

We are seeking candidates with the following skills, knowledge and experience (please use these criteria when completing your application, and give examples of your relevant experience):
- Relevant qualification in safeguarding, mental health or related areas.
- Demonstrable experience and proven success of engaging and involving service users and a range of professionals in activity to inform service and policy development and/or production, preferably within the public or charity sector.
- Proven experience of developing and monitoring service user engagement strategies.
- Experience of working with victims/survivors of abuse and those who have experienced trauma.
- Experience developing and maintaining communication networks
- Experience of facilitation and managing group dynamics
- Experience of facilitating challenging and difficult discussions, ensuring they deliver tangible outcomes
- Experience of building effective professional relationships with those who may be distrustful of organisations
- Experience of working with a wide range of stakeholders including senior officials.
- Knowledge of the statutory framework in relation to safeguarding children and adults.
- Knowledge of trauma informed approaches
- An understanding of the principles of co-production
- Strong communications skills and ability to analyse information, producing clear written records, reports and action plans.
- Ability to communicate complex ideas succinctly and clearly for a range of audiences.
- An understanding of the challenges and opportunities for engaging with victims/survivors and other partners.
- Understanding of the broader safeguarding field including its social and political context.
- Demonstrable ability to be a member of a wider team as part of a large national institution and to work collegially with specialist and non-specialist colleagues.
- A high level of personal resilience – this is a complex role, which will involve an ability to handle difficult situations and work with people experiencing significant emotional distress.
- Willing to challenge others constructively and to be self-reflexive, welcoming feedback.
- Confidence and ability to work with senior people at a national level, including senior church leaders, external safeguarding experts and other stakeholders.
