As the Church of England's public profile on safeguarding and safeguarding policy workload increases at national level, the Church has decided to implement a new leadership structure for the National Safeguarding Team. This includes the creation of a Deputy Director role to lead on the Church’s response and co-production with survivors, partnerships and work with a range of stakeholders, all contracts and commissioning done for safeguarding, and leading the development of national commissioning work.

This post leads on all commissioning undertaken within safeguarding including all existing contracts. This includes the delivery of the Safe Spaces and Case Management system projects, as well as the SCIE contracts for work with survivors and independent audit. There are a range of smaller contracts and commissioned work that would also sit in this portfolio. This post will also be the Church ‘s lead on co-production with survivors, working with the Survivors Reference Group to develop a strategic framework and work plan, and developing proposals for regional work with survivors. The postholder will need to be capable of acting as a senior leader of the Safeguarding Team and supporting the National Director to promote active engagement in the Church’s safeguarding work. The postholder needs to be a sound team player and competent communicator.

The main responsibilities are;

As part of NST Senior Leadership Team

  • Contribute to the NST Senior Leadership team, act as an ambassador for culture change. Play an active and committed role in embedding the national approach to safeguarding and strengthening the consistency and quality of the Church’s response.
  • Work with the Director to provide strategic leadership and management of the NST, working closely with the National Safeguarding Steering Group to ensure clear strategic direction and vision.
  • Work with the Director to deliver the NST strategic business plan.
  • Contribute to the leadership of the NST staff and promote cooperative, constructive working ensuring that staff are well supported in their work - lead on opportunities to promote and enhance a more collaborative, efficient and integrated working environment.

Partnerships

  • Working with the Director of Safeguarding and the Deputy Director of Communications and other relevant NCI departments including the Legal Office and HSF, be responsible for project managing the Church of England’s response to survivors and developing co-production of policy, training, redress and other areas. This role will ensure good commissioning principles are plied and embedded in all contracts and work done by associates and other bodies, ensuring clear needs analysis inform commissioned areas with strong evaluation of impact. This role will develop and implement proposals for regional and national commissioning frameworks for safeguarding in the Church. This will involve including liaising with the dioceses and cathedrals, collating information, developing a strategy for good commissioning for safeguarding in the Church as a whole. This may involve making public statements on behalf of the National Safeguarding Team and the Church.
  • Take a lead role on national safeguarding commissioning development, having regard to developments in national and church legislations; research findings; and learning from audit reviews and evaluations, adapt a collaborative approach to commissioning.

The ideal candidate for this role should have;

Essential

Skills/Aptitudes:

  • Proven ability to provide collaborative leadership on commissioning, implementation and delivery of projects and evaluation of impact
  • Ability to lead a team of mixed professionals and others to deliver a joined up service
  • Understanding of the broader safeguarding field including its social and political context

Knowledge/Experience:

  • Extensive experience of commissioning services for children and/or vulnerable adults at a local and regional level including needs analysis and implementation, and evaluation
  • Experience of organising and presenting to mixed audiences
  • Experience of communications and external stakeholder management with providers, policy-makers, media and other external stakeholders at local and/or national level in a context of public scrutiny
  • Senior leader experience in commissioning working with children, young people or adults who are vulnerable and ability to demonstrate transferable knowledge across the client groups

Personal Attributes:

  • Confidence and ability to work with senior people at a national level, including senior Church leaders, politicians and other stakeholders
  • A proven ability to develop and sustain relationships at all levels both inside and outside the Church
  • Able to maintain the highest standards of confidentiality and work sensitively with those affected by safeguarding issues
  • In sympathy with the aims of the Church of England

Education:

  • Relevant professional qualification / degree where applicable.

Circumstances:

  • The job is based in Central London and requires frequent presence at Church House, Westminster. The post holder must be willing to be away from home overnight occasionally, including some weekends.

Desirable

Knowledge/Experience:

  • Experience of working on safeguarding issues at national as well as local/regional level
  • Understanding of Church of England safeguarding policies
  • Understanding of Church of England national structures
