The Diocese of Blackburn serves almost the whole of the county of Lancashire with a population of 1.6 million. It is divided into 14 Deaneries and two Archdeaconries (Blackburn and Lancaster). The Diocese covers an area of extraordinary variety, from the stunning countryside of the Trough of Bowland to the former mill towns of East Lancashire, from the University cities of Preston and Lancaster to the seaside towns of Blackpool and Morecambe, from elegant villages to Presence and Engagement Parishes. As part of the implementation of the Growing Leaders strand of Vision 2026, the Diocese has committed to a new framework for lay majority ministry. This framework commits the diocese to four distinct but complementary forms of lay ministry:

  • Informal Lay Ministry
  • Authorised Lay Ministry
  • Licensed Lay Ministry (formerly known as Reader ministry)
  • Church Army Evangelists

The Diocese is seeking to appoint a part-time Lay Training Officer to play a crucial role in the implementation of the new Lay Majority Ministry framework. The person appointed will facilitate initial formational training for informal lay ministry and play a key role in the implementation of our new ALM programme across Lancashire. The post holder will also support the reshaping of Licensed Lay Ministry around the three national agreed strands of teaching the faith, leading in church and society and enabling mission.

As this role is part time, the post holder will need to build an extensive lay and ordained volunteer base to fulfil their responsibilities.

Share in the leadership of the implementation of our revised Lay Ministry strategy, including the development and delivery of the Authorised Lay Ministry pathway. Specific duties for this remit include:

o For informal lay ministry

  • Build on the strengths of the existing team and programme to deliver an attractive suite of parish-orientated lay ministry training programmes based around short courses
  • Build on the existing Routes of Faith discipleship programme to reach growing numbers of people of all traditions across the Diocese

o For ALMs

  • Lead the delivery of the ALM programme, maximising the use of the gifts of a wide cross-section of lay and ordained people from across the diocese
  • Lead the deployment of the new core module
  • Review all of the existing short courses to ensure they facilitate both ALM formation as electives and informal lay ministry training, making maximum use of digital course materials e.g. pdf documents
  • Lead the development of new ALM electives including Enabling Mission, Preschool Ministry, Children’s Ministry and Youth Ministry
  • Develop a pool of suitable ALM formation tutors, including recruiting, training and supporting them in their new role
  • Develop promotional materials for the new programme, including high quality communications for the diocesan website, social media, parishes and individuals
  • Develop fit for purpose ALM recruitment processes and paperwork
  • Actively encourage and support parishes in identifying and sponsoring ALM candidates
  • Support the transition of PAs to Pastoral ALMs and the integration of the M:Power participants as Urban Mission ALMs
  • Lead the development of a new ALM commissioning service

o For LLMs

  • Be a strong advocate for the transition from inherited Reader ministry to refocused LLM ministry centred on teaching the faith, leading in church and society and enabling mission
  • Support the Warden of Lay Ministry in developing and delivering a sustainable CME programme for LLMs
  • Encourage individuals to explore possible other vocations where appropriate
  • Other tasks in keeping with the ethos of the role as assigned and agreed

This post is subject to an occupational requirement that the postholder be a practising Christian under Part 1 of Schedule 9 of the Equality Act 2010.

(3) Qualifications


  • Prior theological training (e.g. Licensed Lay Ministry training, Church Army training or similar)
  • Evidence of continuing professional and self-development


  • A degree or equivalent in (i) theology and ministry and/or (ii) adult education
  • Completion of a theological training programme within a Church of England context

(4) Experience


  • Experience of delivering and overseeing adult education
  • Experience of overseeing multi-faceted training programmes
  • Experience of motivating diverse teams of volunteers
  • Experience of successfully publicising and organising medium/large scale events


  • Experience of training people for lay ministry within a Church of England context
  • Experience of motivating geographically dispersed teams
  • Experience of working with people with non-conventional educational backgrounds

(5) Knowledge and Skills


  • Someone who is loyal to the inheritance of faith revealed in the Scriptures, who is excited by the Gospel and articulate in communicating the saving news of God in Jesus Christ
  • Someone who takes real delight in the breadth of the Church of England with a genuine appreciation of the Five Guiding Principles and the willingness to work in diverse cultural and theological contexts
  • Ability to network, collaborate and readily build relationships with a diverse range of people and organisations
  • Ability to organise and publicise events and programmes
  • A problem solver with the ability to identify solutions to complex organisational or administrative problems
  • Organised and administratively effective with good working knowledge of IT and social media platforms
  • Ability to work independently in handling a diverse workload and in keeping to deadlines
